Despite the “PVP update” for this year only being announced for Q4 (U44), the current new update for U43 on the PTS server shows some important changes for PVP already. 

Specifically, two important updates were made. The first is to the NoCP Cyrodiil & NoCP IC campaigns. Right now, these campaigns are also set limited (“No-Proc”). Only a few simple sets are usuable there, something that made these modes of PVP arguably boring for many, especially because the list of usuable sets rarely gets updated. With the new update on the PTS, this restriction has been removed, which makes for a much more exiting build theorycrafting experience on these campaigns.

The second change is to Vampire. Right now, Vampire level 3 is basically a requirement for every PVP build, due to the strong Undeath passive giving a large amount of survivability outweighing the drawbacks of being a Vampire. In the new PTS patch, Undeath has been nerfed (only up to 10% damage reduction) and moved to Vampire level 1. It is likely still worth to be a Vampire, but now only at level 1 for most PVP specs. But that remains to be seen as the PTS recieves new changes and builds get made.
